Promote value-adding use of data
The Swiss data ecosystem will be further developed, in particular by promoting joint data management and the secondary use of data in the sense of data spaces. The use of data by science and industry is encouraged, and international connectivity is ensured. Key applications are specifically promoted and further developed in close coordination with the community in order to multiply experiences and solutions. This leads to a further development of the economic and social potential of federal data management.

Implementing and piloting the NAS (a project of the DPSS agenda)
A national address service will enable public administrations to access the current and former residential addresses of Swiss residents. There is currently no national system that provides this data with no redundancies and no errors. The NAS will simplify administrative processes and make them more efficient. The intended solution will take into account all data protection and information security requirements.

IT solution for federal and cantonal agricultural legislation (standardized interfaces) (a project of the DPSS agenda)
The project, which is being carried out jointly by the twelve cantons (Aargau, Appenzell Ausserrhoden, Appenzell Innerrhoden, Glarus, Graubünden, Nidwalden, Obwalden, Schwyz, St Gallen, Ticino, Uri and Zurich; hereinafter referred to as «cantons»), comprises the services of an IT solution that implements areas of federal agricultural law (direct payments) and other federal and cantonal legal areas (nature conservation, veterinary services, environmental protection and water protection).
At present, the cantons are operating an office jointly, in the form of a simple partnership with no legal personality, which is based at the Canton of Zurich. The development and migration projects for the new IT solutions will now be handled by eOperations Schweiz AG, while the rest of the management will remain at the current office in the canton of Zurich until the end of the transition phase, which is likely to be 31 December 2025. The aim is to standardise the processes in the cantons, exploit synergies, reduce costs and use the legal personality of eOperations Schweiz AG.

Study: «Expanding the IT solution (NIKA) in federal and cantonal agricultural legislation to the French-speaking part of Switzerland.»
The cantons of French-speaking Switzerland (Vaud, Geneva, Neuchâtel, Jura, Fribourg and Valais) currently use different IT systems for agricultural legislation (ACORDA, SAP and GELAN). The aim of this study is to clarify whether the project, led by the canton of Schwyz (NIKA, previously AGRICOLA), would benefit these cantons and how they can be integrated if necessary, so that they too can bring their cantonal systems up to date.

Establishing and developing a Swiss data ecosystem and the associated data exchange infrastructures (a project of the DPSS agenda)
The aim of this project is to create the basis for a national data ecosystem, to enable all levels of government, as well as third parties, to share and exchange their data. This includes collaboration concepts (blueprints) for interoperable data spaces. Institutional and conceptual frameworks have been developed on this basis, e.g. for data spaces in the areas of mobility, agriculture, health and education.

Optimising OGD and accelerating multiple use (a project of the DPSS agenda)
The project aims to accelerate implementation of the «Open Government Data Strategy 2019–23», and in particular the open-by-default principle, in order to promote transparency, participation and innovation in all areas of society. This will be achieved by expanding the support services for partners (especially the cantons and federal administrative units), developing a future-proof, user-friendly solution for the current portal opendata.swiss and avoiding redundancies with other platforms (especially the I14Y interoperability platform).

Coordinating data management in the cantons (a project of the DPSS agenda)
The aim of the project «Coordinating data management in the cantons» is to safeguard the urgently needed cooperation at operational level between the cantons, and also between the cantons and the Confederation, and to promote capacity building between the administrative units.
A multi-year plan (roadmap) shall be drawn up between the Confederation and the cantons, which will demonstrate how data management and interoperability (incl. OGD) and data science may be implemented in the cantons. This will also create transparency regarding the status of developments in the cantons. Projects are to be carried out jointly and knowledge must be shared.

Education and training in data management (from 2025)
This project enables the organization, implementation and evaluation of one three-day training course in German and French on data management and data literacy. Participants will learn the necessary basics, activities and processes to competently plan and implement their own projects in the area of (meta)data (including the publication of open government data). The target group is primarily specialized employees (local data stewards, data specialists, data managers, etc.) at the cantonal, municipal and federal level, as well as at the federal level.

Introducing address typology to the UID services
A well-managed exchange of data between the UID services (UID = Unique Business Identification Number) requires full implementation of the eCH standards. With the modernisation of the eCH-0010/0239 standard, introducing the concept of address typology takes this standardisation a step further. The next step is to implement the future standards in the compensation offices' systems. By harmonising address management, the processes for managing address identification data can be significantly simplified for all levels of administration, and the data exchanged in the UID network can be clearly and transparently qualified for the benefit of all the associated UID services.

Requirements for the national data catalogue (I14Y) from the perspective of the cantons and communes (a project of the DPSS agenda)
The I14Y interoperability platform is Switzerland's national data catalogue. It ensures the efficient exchange of data between authorities, companies and citizens. The requirements at the cantonal and communal levels of government for I14Y should therefore be surveyed as comprehensively as possible. This will facilitate the work of other communities. It will also enable recommendations to be drawn on operating the platform in relation to a national view of continuous development and continuous integration.
The project is starting with the canton of Basel-Stadt. This covers cantonal and municipal structures, has a central statistics office responsible for OGD and a geoinformation office with many years of experience in data management, which is responsible for the coordinated collection and provision of building information (ongoing project).

Web portal for the multiple use of statistical data on means-tested social benefits for data-based decision-making
The aim of the project is to develop a web-based reporting portal. This web portal will provide communes, cantons, federal offices and other stakeholders with controlled access to key figures from social welfare statistics for political and strategic management purposes. It also enables data providers to monitor quality and gain access to harmonised data. The web portal ensures multiple use of statistical data on means-tested social benefits for data-based decision-making.

Implementing two MVPs for the SpiGes project
The aim of the SpiGes project is to simplify collection and utilisation of data in hospital inpatient healthcare. For the first time, data on inpatient hospital care is being defined coherently and transparently in a joint process and made accessible to all stakeholders. From 2025, the project will be integrated into the Federal Department of Home Affairs (FDHA)'s national DigiSanté programme, under the co-management of the Federal Office of Public Health (FOPH) and the Federal Statistical Office (FSO).
As part of this project, two minimum viable products (MVP) will initially be launched to accelerate the SpiGes project and increase acceptance of the planned solutions among the healthcare stakeholders involved.
