Facilitate cloud-enabled government

The administration plans to use a combination of private and public cloud infrastructures (hybrid multi-cloud approach). In order to do justice to the significance and the challenges of cloud technology in the context of its use by the administration, the federal government, cantons, cities and municipalities are working together. They are taking a holistic approach to the interdisciplinary issues of cloud use by actively involving civil society, politics, business and science. The focus here is on the topics of law, data protection, empowerment and digital sovereignty.

Identifying the need to develop expertise in cloud governance on a joint basis

The project examines the need to develop expertise on a joint basis (including sharing experiences, networking of experts) and for joint cloud services among the administrations of all three levels of government (whether jointly procured or developed). Possible forms of cooperation between the three levels of government and the necessary institutional foundations will be developed based on the outcome of this examination. Possible forms of cooperation could include joint procurement (such as digital marketplaces), offering joint services, or joint development of tools, knowledge platforms and communication platforms.

Start-up funding for cloud and open-source projects (DPSS agenda project)

At its meeting on June 27, 2024, the DPSS operational management committee decided on three strategic directions for which specific projects are to be implemented (strategic need for action):

  • Cloud Guidelines: Development of guidelines that provide best practice for cloud use in public administrations.
  • GovTech Stack: Building an inventory and providing SaaS, open source tools and specialized applications (pilot) for use in the public sector.
  • Collaboration and Swiss Government Cloud SGC: Creating platforms and networks to promote collaboration and knowledge sharing between administrations, experts and stakeholders.
